Type of Appointment : This is a Career/Career-Conditional Appointment and does NOT require membership in a compatible military assignment in the Army or Air National Guard. This is a full-time, non-dual status, competitive, permanent position.

Organizational Structure : This position is located within the Base Environmental Management Office for the Air National Guard (ANG) installation in Flowood, MS. The purpose of this position is Serves as the single point of contact for the initiation, development, and execution of all environmental activities and development of regulatory guidance for an installation and its immediate geographic region, with a collaborative influence extending to a broader area. Regional responsibilities include, but are not limited to: aircraft mishap response, off site release assessments, air emission estimates, storm water discharge monitoring, and hazardous material shipments. Broader geographic impacts include, but are not limited to: exporting project solutions, staff assistance visits, compliance assessments, and partnering with other units and intra-agency contacts to address challenges that affect multiple ANG units within or beyond state boundaries. Accomplishes long range environmental planning, budgeting, and programming activities that impacts the installation and the region. Reviews engineering planning and construction documents for environmental considerations as required. Oversees the operations of the Environmental Management Office to include providing limited supervision over any subordinate positions.

Serve as the installation Environmental Program Manager and expert on DOD, Air Force, Air National Guard, Environmental Protection Agency, and state specific environmental laws and regulations;
Have environmental management duties in areas such as hazardous waste management, storm water management and control, air quality, water quality, pollution prevention, green procurement, environmental restoration program, cultural and natural resources management, spill prevention and response, etc.;
Manage the planning, programming, budget and execution for the environmental quality program area;
Prepare and guide implementation of environmental program plans;
Evaluate the environmental impact of construction and renovation projects.
To qualify for this position, you must meet one of the Basic Qualification Requirements AND the Additional Qualification Requirement listed below.
_Basic Qualification Requirements:
_ A. Successful completion of a bachelor's degree or higher in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus as well as courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR -
B. Completion of 60 semester hours of courses in the physical, mathematical and engineering sciences, and in engineering that included the courses specified in option A (2) above. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.
OR -
C. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND one year of professional engineering experience acquired under professional engineering supervision and guidance.
OR -
D. Successfully passed the Engineer-in-Training examination and earned one of the following: (a) a Bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, OR (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET).
OR -
E. Current registration as a professional Engineer with a State, the District of Columbia, Guam, or Puerto Rico. Note: If qualifying under this option you must submit a copy of your registration.

Additional Qualification Requirement: In addition to meeting one of the Basic Qualification Requirements above you must also have at least 1 full year of specialized experience comparable in scope and responsibility at the GS-11 grade level providing professional engineering services relating to environmental quality e.g. compliance, pollution prevention and conservation. Examples of qualifying specialized experience include: planning an environmental engineering program to ensure compliance with environmental protection laws; participating in evaluating the environmental impact of proposed construction and renovation projects; managing the planning, programming, budgeting and execution of an environmental quality program; and providing environmental engineering advice to management, staff, and organization officials.
